Sagānî's Mashāriq al-Anwār is one of the most used sources about the science of hadith in the Ottoman Empire. This work reinforced its authority with the commentaries of Ibn Melek and Ekmeleddin Bāberti. Many studies have been done about Mashāriq and its commentaries in the Ottoman Empire. Most of them are in manuscript form, and some do not even have introductory information. One of these works, about which there is no study, is Darwīsh Ali's Anwār a'l-Mashāriq. The work is a (...) voluminous hāshiya written about the commentaries of Ibn Malak and Bābartī together with Mashāriq al-Anwār. Studies attribute this work to Ali Dede el-Bosnawi (d. 1007-1598). However, this ratio needs to be corrected. One of the questions of this article is whether Darwīsh Ali b. Muhammad, who is stated as the author of the book, and Ali Dede al-Bosnawi are the same person. The answer to this question has been researched as a result of comparing information obtained from the different copies of the work and the points where Ali Dede's life overlaps and does not over-lap. Although Ali Dede lived in Bosnia, Zigetvar, Istanbul, Mecca, and Medina, there is no information that he lived in Aleppo. However, our author Darwīsh Ali clearly states that he was a mufti in Aleppo in the introduction of some of his copies. The author also talks about a period when he was in the Husrev Pasha madrasah. Even though Gazi Husrev Pasha madrasah in Bosnia comes to mind when Husrev Pasha madrasah is mentioned, there is also a madrasah with this name in Aleppo. It is known that Darwīsh Ali, who was a mufti in Aleppo, has a history book called Hulāsa al-Tawārīh. In different copies of Anwār al-Mashāriq, Ahmed Pasha Madrasa in Karahisar is mentioned as the place where his work was written. What is meant here may be the Gedik Ahmed Pasha madrasah in Afyonkarahisar or the Ahmed Pasha madrasah in Tekirdag Çorlu. It is difficult to identify the author from the information used in the hashiya. Because the features such as the use of poetry and Persian, a good knowledge of hadith, and knowledge of Sufism in the book can point to both authors. (shrink)

We have located a manuscript which we will call an Opponent-al-Fuṣūl written by a Shāfiʿī scholar. This manuscript is titled al-Risāla fī qawāʿid ʿilm al-naẓar and it highlights the importance of al-Nasafī’s al-Fuṣūl. The scribe of the manuscript attributes this Opponent-al-Fuṣūl to the famous logician Najm al-Dīn al-Kātibī. Although no mention (...) of such a book belonging to al-Kātibī has been discovered thus far, in this article we will try to demonstrate that the book does indeed belong to him. In addition, we will undertake a comparison of both works, al-Fuṣūl and the Opponent-al-Fuṣūl, with a particular focus on the concepts of talāzum (implication), tanāfī (incompatibility) and dawarān (concomitance). A critical edition of the Opponent-al-Fuṣūl is appended to the article. (shrink)

With the increased rate of the Turkish medical brain drain (MDB) in recent years, there is a need for more comprehensive studies to elucidate its vague migratory factors. The aim of this paper is to try to narrow that gap by analyzing present impacts of the MDB in Turkey and to evaluate if these aspects were driven by professional ethical values, and if so, what ethical principles they were based on. In-depth interviews were conducted with 19 doctors from various backgrounds, (...) followed by a thematic analysis. The MDB in Turkey demonstrated a multifactorial structure, with prominent push factors that are intertwined at macro-meso-micro levels. The effort to maintain the principles of beneficence, non-maleficence, and protecting professional autonomy were the most important in the context of professional ethics. Only deep-rooted regulations might ensure the prevention of the MDB in Turkey and the prospect of doctors returning in the future. Conclusively, the recent criticisms the MDB has been garnering may inspire improvements in deteriorating human and health rights in Turkey. (shrink)

Göstergenin bilimsel olarak incelenme sürecinde etkin rol oynayan zihinsel arka plan farklılığı, temel unsurlarının şekil ve formlarında görülen değişiklikler başta olmak üzere, gösterme eyleminin işlevi ve gayesine ilişkin birtakım görüş ayrılıklarına zemin hazırlar. Nitekim göstergebilimin kurucuları Ferdinand de Saussure ve C. S. Peirce, göstergeyi birbirinden farklı iki bağlamda ele alır. Saussure göstergebilimin, dilbilimi de içine alan bir bilim dalı olarak kurulması gerekliliğine değinmekle yetinirken Peirce, onu, mantık ve anlam-yorum çalışmalarına hız kazandırmak amacı ile bilimsel zemine taşır. Peirce’ün göstergeye bakışı, yalnızca (...) işaret olgusuna dair geliştirdiği bir teori olarak değil; ayrıca bir anlam ve bilgi teorisi olarak da incelenmelidir. Bu nedenle makalenin ilk bölümünde Peirce’ün mantık alanındaki düşüncelerinin alt yapısını oluşturan varlık kategorilerine yer verilecektir. Ardından onun pragmatisizm düşüncesi ve klasik mantık eleştirisi üzerinden göstergeye ve işaret ettiği anlama bakışı değerlendirilecektir. Üçüncü bölümde ise gösterge teorisi, detaylı olarak incelenecek; Peirce’ün felsefî pozisyonun semiyozis terimleri üzerindeki belirleyici etkisine değinilecektir. The difference in mental background, which plays an active role in the scientific analysis of the sign, paves the way for some disagreements regarding the function and purpose of the act of signifying, especially the changes in the shapes and forms of its basic elements. As a matter of fact, the founders of semiotics, Ferdinand de Saussure and C. S. Peirce, consider the sign in two different contexts. While Saussure is content to mention the necessity of establishing semiotics as a branch of science that also includes linguistics, Peirce carries it to the scientific ground with the aim of accelerating the logic and meaning-interpretation studies. Peirce, who developed his own categories of entities, deals with them in three stages. These; firstness, in which the entity is a pure quality before it exists in the world, secondness, in other words, the form in which this quality is embodied outside; and the thirdness, in other words, the state in question, which has gained the ability to serve as a representation in order to appeal to a mind and be interpreted. In this last category, being becomes an interpretable sign that points to an object for a certain meaning. The point where the categories of being and Peirce's theory of sign meet is that the types of sign, object and interpretant are shaped according to these three categories. (shrink)

Dalālat al-lafẓī al-waḍʿī, is divided into three parts: mutābaqat, taẓam-mun and iltizām. Although there is an agreement among the scholars regar-ding the nature of the mutābaqat, which shows the conformity of the word to its meaning, the indication of taẓammun and iltizām includes certain controversial issues. Among these, some issues related to iltizām, which plays a central role in method and rhetoric, were discussed. Al-Bābertī who wrote al-şurūḥ [commentaries] on the main works that greatly influenced the ones written after him (...) in these two sciences, expressed his opinion on the controversial issues; especially on the issues related to iltizām. These are about whether a mental necessity (al-luzūm al-dhihnī) condition is sought for the rationality and realization of the obligatory indication. In this context, at the beginning of the article, firstly, a general information about dalālat will be given, and in the first part, how the dalālat is handled in works of Bābertī will be explained. Then, in the second part, controversial issues related to dalālat will be discussed; views of Bābertī on these will be revealed after the discussions of scholars are included, especially within the framework of the nature of iltizām. Askeri bir darbeyle iktidara gelen Cemal Abdülnasır, hükümeti devraldıktan sonra sosyalizmle karışık Arap milliyetçiliği ideolojisini benimsedi. Nasır'ın Arap milliyetçiliğini ulusal sınırların ötesine etkili bir şekilde yayabilmesi için güçlü siyasi propaganda araçlarına sahip olması gerekiyordu. Bu anlamda Nasır döneminde, radyo yayınları ve müzik besteleri çok etkili propaganda araçları olarak ortaya çıktı ve Nasır mali ve maddi kaynaklara önemli yatırımlar yapılmasını teşvik etti. Özellikle de Ümmü Gülsüm'ün ses yeteneği, Nasır'ın Arap milliyetçiliğini yayma çabalarını desteklemede öne çıktı ve Ümmü Gülsüm’ün sesi, bu alanda (...) etkin ve ses yetenekleri kullanılan diğer sanatçıların etkisini geride bıraktı. Bu makale, 1950’ler ve 1960’lar boyunca Nasır’ın Arap milliyetçiliğini Ortadoğu’da yayma noktasında Ümmü Gülsüm'ün sesini ve Arapların Sesi Radyosu’nu yumuşak güç unsuru olarak kullandığını iddia etmektedir. Bu kapsamda çalışma, Ümmü Gülsüm'ün Nasırcı Arap milliyetçiliğinin yayılmasına yaptığı katkının çeşitli boyutlarını beş temel hususa odaklanarak incelemektedir. İlk olarak, yumuşak gücün siyasi idealleri yaymak ve ortak bir kimlik duygusu geliştirmek için bir araç olarak kullanımını araştırmaktadır. İkinci olarak, Nasır tipi milliyetçiliğin ve radyo yayınlarının bu süreçteki rolünü irdelemektedir. Üçüncüsü, radyonun Nasır'ı desteklemek için nasıl bir siyasi propaganda aracı olduğunu araştırmaktadır. Dördüncü olarak, Ümmü Gülsüm'ün Nasırcı Arap milliyetçiliğini teşvik etmedeki araçsal rolünü analiz etmektedir.
